Public Sector:

As both a public sector liaison and consumer electronics industry representative John Merrell has worked on a variety of federal and international programs. His equivalent public sector levels are YC-4, ZA-4, YN-2, and GS-14 with ten years government liaison experience including as an international member of ISCRAM (Information Systems for Crisis Response and Management).

His work includes extensive design and patent work on international AlertGuard network and consumer electronic integration technology, and in enhancing public emergency warning systems for both Canada and the United States. He has also worked on environmental consumer electronic design projects and product engineering standards to support benefits for the hearing and visually impaired communities.

 

 

 

Highlights:

Serving on the Washington State Governors Electronic Product Recycling Advisory Panel he interacted with legislators across 32 other states and drafted multiple environmental proposals and implementation plans.  These outlined industry RoHS and e5 technical environmental measurement programs, state and federal natural resource and disposal programs, EPA and Department of Energy regulations and operating permits, California Energy Commission and California State Board of Equalization environmental impact submissions, municipal and state PBDE corporate manufacturing studies, and U.S. Department of Commerce and NOAA studies. 

One-on-one presentations have included technical meetings with U.S. Vice-President Joe Biden, presentations before five FCC commissioners and staffs, and also to senior members at the U.S. Department of Commerce, NOAA, EPA, the Department of Homeland Security, and the U.S. Department of Agriculture.

While at the Eastman Kodak Company he acted as the liaison to Eastman Chemical Company and studied chemical and hazardous materials distribution, use and processing, and regulatory labeling. Since 2003 he has been the Chairman of the international Consumer Electronic Association Public Alert Technology Alliance, a special interest group and joint industry-government body.

As an industry representative John Merrell has also created planning proposals covering security and labeling programs and new government communication platforms and standards in Precision Information Environments (PIE). These include Common Alert Protocols, newer SOP measurement programs, EAS digital data codes, and upgrades in the required hardware and software.
